TRANS-CASPIAN ENTERPRISE FUND
Office of the Founding Chairman
Washington, D.C.
August 2026
Dear Stakeholders,
It is an honour to take up the role of Founding Chairman of the Trans-Caspian Enterprise Fund.
I have spent much of my career working alongside entrepreneurs, investors and policymakers across the South Caucasus and the wider region, and I have long believed in the scale of opportunity this region represents. I have seen, at close hand, the ambition of its businesses, the talent of its people, and the growing importance of the connections that link it to wider markets. That conviction is at the heart of why I have taken on this role, and why I believe in the mission the Fund has been established to pursue.
The Trans-Caspian Enterprise Fund has been created to help translate that potential into lasting economic progress. Backed by the United States, and drawing on a model of public–private partnership that has supported enterprise and private-sector growth in emerging markets for more than three decades, the Fund will invest patiently and responsibly in the businesses, infrastructure and connectivity that will shape the region’s next chapter.
The Fund will not be a short-term financier, but a long-term, disciplined and constructive partner — one that backs genuine enterprise, supports the connectivity the region needs, and works to help translate the region’s considerable potential into shared, lasting prosperity.
This is a significant responsibility, and one that I, together with the Fund’s Board, take seriously. In the months ahead, the Fund will set out further detail on its approach and we look forward to engaging openly with entrepreneurs, investors, governments and stakeholders across the region as this work gets under way.
My thanks go to the United States Government, and to the many partners across the region who have supported this initiative to date. There is real work ahead of us, and I look forward to it.
