The TCEF mandate

Our mission

The Trans-Caspian Enterprise Fund (TCEF) is a non-profit investment fund — established by a grant from the United States Government — committed to private sector development across the South Caucasus and Central Asian region.

The Fund seeks to accomplish its mission in close partnership with private capital, deploying investment at the scale needed to activate infrastructure projects that would otherwise not proceed. Through its investments, the Fund seeks to strengthen trade and energy connectivity across a region of strategic importance, promote regional economic integration, and stimulate long-term growth, while generating returns for the American taxpayer, advancing the U.S. interest of building peace through prosperity and enabling long-term self-sustaining investment activity.

The Fund’s activities will be centered on the development of a multimodal connectivity route spanning Azerbaijan and Armenia (known as the Trump Route for International Peace and Prosperity, or TRIPP) as well as the broader Trans-Caspian Trade Route , which spans the South Caucasus and Central Asia region. This includes operations across Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan.

Independent governance ensures investment decisions are made by experienced private-sector leaders, with the discipline and accountability expected of a U.S.-backed enterprise fund.
TCEF is structured to combine public purpose with private-sector judgment. Its independent board is expected to guide strategy, oversee institutional integrity and help ensure capital is directed toward businesses and projects that support regional connectivity, private-sector growth and long-term value creation.
Annual reporting

Annual reporting

Annual reporting gives stakeholders a regular public account of the Fund’s work, performance and progress against its mandate.

As part of its transparency framework, the TCEF is expected to make an annual report available on its website, which will set out the Fund’s operations, activities, financial condition and accomplishments for the preceding fiscal year. 

State Department partnership and oversight

State Department partnership

While retaining full independence over all investment decisions, the TCEF works in close partnership with the U.S. Department of State to ensure its operations remain transparent, accountable and aligned with the objectives of the enterprise fund model.

TCEF operates as an independent nonprofit institution, while remaining subject to U.S. Government oversight of its operations, financial condition and compliance. This oversight does not extend to directing, approving or influencing individual investments: all investment decisions are made independently by the Fund’s Board and management in accordance with its mandate and established governance processes. This structure is designed to preserve the Fund’s independence and commercial agility, while reinforcing the accountability, public purpose and policy alignment expected of a U.S.-backed initiative.
